Dear James,
There is probably no way to force them to clear their property. My guess is that if the trees are that tall, then they were probably there when you purchased your property.

If you want to pursue this, it may be possible to strike a deal with your neighbor, and offer to pay for the tree removal. But, your neighbor may not want the trees removed at all. Or talk to an attorney to see if there is any other way to pursue this matter.
